Decree of the President of the Republic of Azerbaijan on allocating funds for providing humanitarian assistance to Ukraine
Based on the principles of humanism, the Republic of Azerbaijan provides humanitarian assistance to many countries of the world on a bilateral and multilateral basis.
In connection with the recent situation in Ukraine, the State of Azerbaijan for several times has sent humanitarian assistance to the people of Ukraine.
Relations between the Republic of Azerbaijan and Ukraine are developing on the basis of friendship and partnership, based on relevant bilateral documents, including the “Treaty on Friendship, Cooperation and Partnership between the Republic of Azerbaijan and Ukraine” dated March 16, 2000, the “Declaration on Friendship and Strategic Partnership between the Republic of Azerbaijan and Ukraine” dated May 22, 2008, and the “Joint Declaration of the President of the Republic of Azerbaijan and the President of Ukraine” dated January 14, 2022.
Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby decide:
1. To allocate funds in the amount of USD 1.0 (one) million in manat equivalent from the reserve fund of the President of the Republic of Azerbaijan, envisaged in the state budget of the Republic of Azerbaijan for 2025, to the Ministry of Energy of the Republic of Azerbaijan for the purchase and shipment of electrical equipment manufactured in the Republic of Azerbaijan for the purpose of providing humanitarian assistance to Ukraine.
2. The Ministry of Finance of the Republic of Azerbaijan shall provide financing in the amount specified in Part 1 of this Decree.
3. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve the issues arising from this Decree.
